​On June 22, 2023, the Vietnam - Russia Friendship Association in Dong Nai province held the 2nd Congress for the term 2023-2028. Attending the Congress were Mr. Dang Manh Trung – Director, Head of the Southern Regional Standing Agency, Central Propaganda Department - Chairman of the Vietnam - Russia Friendship Association of Dong Nai Province, term I; Mr. Pham Thu – Vice-Chairman of Vietnam - Russia Friendship Association; representatives of the Vietnam - Russia Friendship Associations of Binh Duong and Long An provinces.

On the side of Dong Nai Province, attending the Congress were Ms. Hoang Thi Bich Hang - Vice-Chairwoman of the Provincial People's Council; Mr. Nguyen Son Hung - Vice-Chairman of the DPPC, Mr. Tran Quoc Toan - Deputy Director of the Department of External Relations and representatives of departments, sectors, representatives of Friendship Associations of the province and 80 official delegates representing 120 members of the Vietnam-Russia Friendship Association.

In the program, the Congress elected the Executive Committee for the term 2023-2028 with 19 members. In which, Mr. Pham Xuan Ha - Member of Provincial Party Standing Committee, Head of Propaganda Department of the Provincial Party Committee was elected as Chairman of the Vietnam - Russia Friendship Association of Dong Nai Province, for the term 2023-2028.

On this occasion, the DPPC awarded certificates of merit to 16 individuals and collectives for their positive contributions to the Association's work for the 2016-2023 term.
