- Leadership and administration of all activities of the Department in accordance with the functions, duties and authorities assigned by the Provincial People's Committee (PPC); being responsible for all the tasks assigned to the Department by the Provincial Party Committee, the PPC and the Ministry of Foreign Affairs

- Directly in charge of the following areas:

+ Personnel; Finance; Emulation, Reward and Penalty; State secret protection  

+ External programs and action plans for every year and every period of the Provincial Party Committee, the PPC and the Department of External Relations; the task of signing international agreements and treaties; Decisions for outbound missions under the decentralized authority

+ National defense and security; Anti-corruption; Saving and Anti-wasting

- Chairwoman of the Department’s councils for Emulation and Reward, Approving early salary increase; Considering penalty cases; Evaluating initiatives; Head of the editorial board of the Foreign Relations newsletter

- Working as a member of provincial steering committees and provincial advisory councils related to the fields in charge

- Responsible for the performance of the Office of the Department

- The account holder of the Department of External Relations

- The spokesman of the Department of External Relations

- Directly considering and signing documents submitted to central ministries and sectors; important documents to the Provincial Party Committee, the PPC to propose mechanisms and policies for the development of the sector within the authorities of the Department; written evaluation, approved planning, final settlement, annual and long-term plans

- Other jobs assigned by the PPC.
