Organizational Structure and Staffing
1. Leadership of the Department consists of: The Director and 02 Deputy Directors:
a) The Director is the head of the Department, appointed by the Chairperson of the Provincial People’s Committee (PPC). The Director is a member of the PPC elected by the Provincial People’s Council and is responsible to the PPC, the Chairperson of the PPC, and the law for the performance of the Department's functions, tasks, and powers, as well as the duties of a PPC member in accordance with the Working Regulations and assignments of the PPC.
b) Deputy Directors are appointed by the Chairperson of the PPC in accordance with Party regulations and the law. They assist the Director in overseeing and directing specific areas of work within the Department’s subordinate units and are responsible to the Director and the law for their assigned tasks. When the Director is absent, one Deputy Director shall be authorized by the Director to manage the Department's operations. (The specific number of Deputy Directors is decided by the PPC to ensure it does not exceed the statutory limit for specialized agencies under the PPC).
2. Specialized and Professional Divisions:
a) Department Office;
b) International Cooperation Division;
c) Border Management Division;
d) Consular Division.
The Department Office consists of a Chief of Office, Deputy Chiefs of Office, and Officials; the Divisions consist of Heads of Division, Deputy Heads of Division, and Officials. The appointment of leadership positions at the divisional level is carried out in accordance with the law.
3. Personnel Management: The appointment, reappointment, dismissal, removal from office, mobilization, rotation, commendation, discipline, resignation, retirement, and the implementation of other regimes and policies for the Director, Deputy Directors, Chief and Deputy Chiefs of the Office, Heads and Deputy Heads of Divisions, and other positions shall comply with Party and State regulations on cadre work and the decentralization of personnel management authority for civil servants within the province as issued by the PPC.
4. Staffing (Quotas):
a) The civil service staffing quota of the Department is allocated based on job positions associated with its functions, tasks, and scope of operation, within the total civil service payroll of the province's administrative agencies as assigned by the PPC.
b) Based on the functions, tasks, organizational structure, job position list, and civil servant rank structure approved by competent authorities, the Department shall annually lead and coordinate with the Department of Home Affairs to develop a staffing plan to be submitted to the PPC for consideration and decision in accordance with the law.
