Function Mission

On December 3, 2025, the Dong Nai Provincial People’s Committee issued Decision No. 68/2025/QD-UBND regulating the functions, tasks, powers, and organizational structure of the Dong Nai Department of Foreign Affairs.

 

A. Functions

The Dong Nai Department of Foreign Affairs (hereinafter referred to as the Department) is a specialized agency under the Dong Nai Provincial People’s Committee (hereinafter referred to as the Provincial People’s Committee). It has its own legal status, seal, and account. It operates under the direction and management of the Provincial People’s Committee regarding organization, staffing, and operations, while also being subject to the professional direction, guidance, and inspection of the Ministry of Foreign Affairs.

The Department functions as an advisory body to assist the Provincial People’s Committee in performing state management of local foreign affairs, including national border and territorial work, and provides public services within its scope of management as prescribed by law.

B. Tasks and Powers

1. Submitting to the Provincial People’s Committee:

  • a) Draft resolutions of the Provincial People’s Council and draft decisions of the Provincial People’s Committee regarding local foreign affairs.

  • b) Draft long-term, 5-year, and annual plans, strategies, programs, and projects for provincial foreign affairs.

  • c) Draft decisions on the decentralization and authorization of state management tasks in foreign affairs to the Department.

  • d) Draft decisions defining the specific functions, tasks, powers, and organizational structure of the Department and its subordinate public service units.

  • e) Draft decisions on the socialization of public service delivery in the field of foreign affairs.

2. Submitting to the Chairperson of the Provincial People’s Committee: Draft documents within the issuing authority of the Chairperson regarding local foreign affairs.

3. Implementation: Organizing the implementation of legal documents, master plans, and projects after approval; providing information, guidance, and law enforcement monitoring.

4. International Cooperation and Integration:

  • a) Advising on strategies and plans for international integration in line with Party and State policies.

  • b) Reporting to the Ministry of Foreign Affairs on cooperation results with foreign partners.

  • c) Serving as the focal point for communication and cooperation with the Ministry of Foreign Affairs, Vietnamese representative missions abroad, and foreign diplomatic missions in Vietnam.

5. Party and People's Diplomacy:

  • a) Advising on the implementation of Government and Ministry of Foreign Affairs directives regarding people-to-people diplomacy.

  • b) Advising on the implementation of the Party's foreign policy lines.

6. Economic Diplomacy:

  • a) Advising on strategies and programs for economic diplomacy to serve local socio-economic development.

  • b) Serving as the focal point for promoting local potential and strengths; supporting investment, trade, tourism, and digital transformation.

7. Cultural Diplomacy:

  • a) Formulating and implementing action plans for the Cultural Diplomacy Strategy.

  • b) Serving as the focal point for promoting the image, people, and culture of the province abroad; cooperating with UNESCO.

8. Overseas Vietnamese Affairs:

  • a) Coordinating with the Ministry of Foreign Affairs to research and advise on policies regarding overseas Vietnamese.

  • b) Implementing local policies and support programs for overseas Vietnamese and their relatives.

  • c) Managing and updating the database of overseas Vietnamese originating from the province.

9. Consular Affairs and International Migration:

  • a) Managing the issuance and usage of diplomatic and official passports.

  • b) Coordinating citizen protection for locals abroad and handling consular matters for foreigners in the province.

  • c) Handling consular certification and legalization tasks.

10. Border and Territorial Affairs:

  • a) Serving as the standing body for national border and territorial work.

  • b) Monitoring the implementation of international treaties on borders.

  • c) Advising on the handling of issues arising on land borders and in airspace.

11. State Protocol:

  • a) Acting as the focal point for foreign etiquette, reception of foreign guests, and protocol for provincial leaders traveling abroad.

  • b) Managing privileges, immunities, and protocols for foreign representative missions based in the province.

12. Foreign Information:

  • a) Implementing foreign information and propaganda plans approved by the province.

  • b) Providing provincial information to the Ministry of Foreign Affairs for global promotion.

  • c) Managing and handling foreign press activities within the province.

13. Management of Outgoing and Incoming Delegations:

  • a) Formulating annual plans for provincial delegations traveling abroad and foreign delegations visiting the province.

  • b) Exercising state management over all international delegations related to provincial agencies.

14. International Conferences and Seminars:

  • a) Managing the organization of international conferences and seminars within the province's jurisdiction.

  • b) Providing opinions and coordinating management for conferences authorized by higher authorities.

15. International Agreements:

  • a) Managing the signing and implementation of international agreements in the name of the Provincial People’s Committee or specialized agencies.

  • b) Monitoring, urging implementation, and reporting on the status of signed international agreements.

16. Foreign Non-Governmental Organizations (NGOs):

  • a) Acting as the focal point for managing NGO activities, including processing registration papers and supervising operations.

  • b) Supporting local agencies in mobilizing non-refundable aid (non-ODA) from foreign NGOs.

  • c) Managing Vietnamese laborers working for foreign NGOs in the province.

17. Training and Capacity Building: Developing and organizing training programs in foreign affairs skills and foreign languages for provincial officials.

18. Reporting: Performing periodic and ad-hoc reporting on foreign affairs tasks.

19. Administrative Reform: Implementing administrative reforms, digital transformation, and scientific applications in management.

20. Professional Guidance: Providing professional guidance on foreign affairs to local People's Councils and People's Committees at the grassroots level.

21. Inspection: Conducting inspections, receiving citizens, and handling complaints, denunciations, and anti-corruption efforts.

22. Internal Management: Defining internal functions of offices/divisions and managing personnel, payroll, and discipline.

23. Finance and Assets: Managing assigned finances and assets according to law.

24. Other Tasks: Performing other duties as assigned by competent authorities.
