​On August 31, 2023, the Women’s Intellectual Association of the Department of External Relations held the second Congress, term 2023-2028. Attending the Congress were Dr. Nguyen Thi Thu Lan - Chairwoman of the Provincial Intellectual Women's Association, members of the Standing Committee and Office of the Provincial Intellectual Women's Association and representatives of Intellectual Women’s Associations of the units and 19 members of the Intellectual Women's Association Department of External Relations.

The Congress approved the Report on the results of the Association's work, term 2018-2023 and directions, tasks for 2023-2028. During the 2018-2023 term, the Women Intellectuals Association of the Department of External Relations had promoted propaganda so that intellectuals have been strong in political awareness, good at expertise, have good ethics and working style,…. In addition, the Association propagated and raised awareness of female intellectual members about the position and role of the family, the four qualities of Vietnamese women in the period of industrialization and modernization of the country. During the 2023-2028 term, the Association will focuse on developing the Association organization; mobilizing members to promote their capacity and creativity in their careers; performing well roles and responsibilities in family and society... contributing to the development of the province in the period of industrialization, modernization and international integration.

The Congress elected the Executive Committee with 3 members. Ms. Bui Thi To - Head of the Consular - Overseas Vietnamese Division was elected as the Chairwoman of the Intellectual Women's Association of the External Relations Department for the second term.
